Should Ceramic Coating always be hydrophobic and appear to be beading water?

Typically, yes. One would argue that while it’s not hydrophobic in performance, that the surface is still “protected” however it does not provide physical protection like PPF does (Paint Protection Film), so if the paint doesn’t appear to be slick and beading adequately, then you would tend to find the paint becoming susceptible to staining and other concerns, which gives an adverse performance to what ceramic coating is meant to do. Think about that for a second.
